## What else this rule says

- The ministry’s circular states the size as a range, 40 to 45 mm high by 32 to 35 wide, and the head twice over: 60 to 90 per cent of the height in its text and 28 to 32 mm under its figure. The millimetres sit inside the percentages and are what is applied here. Background light grey, cream or light blue for preference, or white; matt paper is advised; several photographs for one application must be identical.
- No eye line is published, so the band shown is where the eyes fall on a head sitting centred in the frame. It is guidance rather than a requirement, and is never painted red.
